Vision

Maintain a Human Resource Management in All Island and Combined Services qualitatively and efficiently in order to sustain a high quality within the education of Sri Lanka.

Mission

To provide more quality and effective service by performing all the organizational works related to officers belonging to all island services and combined services in a more efficient and accurate manner.

Main Functions

Updating the approved carder positions of All Island Services (other than SLEAS) and Combined Services (Ministry and National Schools under the Ministry, National Colleges of Educations, Teacher’s Training Colleges) to ensure the fulfillment of approved carder requirement in liaison with the Management Services Department in cases where revisions are necessary to amend the said approved staff.

Implementation of the Annual transfer decisions of the Ministry of Public Administration and execution of internal annual transfer procedure.

Updating the staff and preparing the reports, preparing the budget estimates related to the branch, submitting answers to audit queries, preparing answers for the questions from the committee on Public Petitions, Ombudsman Office, Commission to Investigate the Allegations of Bribery or Corruptions and the Parliament.

Submitting recommendations to the Ministry of Public Administration and the Public Service Commission regarding the confirmation of appointments, promotions, releasement from efficiency bar exam, retirements and other related institutional affairs of the officers belonging to the above services and activities related to their personal files.

Proceeding under the approval from the Director Generals of Combined Services in respect of the recruitments related to Drivers’ and Office Employees’ Service.

Keep and update matters related to personal files relevant to above mentioned officers.

Maintain an up-to-date data system on the above staff.

Coordinating the statutory / non-statutory establishment activities under the Ministry of Education.

Providing a productive and qualitative service to the field of education in Sri Lanka through the non-academic staff of the Ministry of Education and the National Schools, Teacher Training Colleges, National Colleges of Education and Teacher Centers functioning under the Ministry of Education

Main Functions

Annual transfers and attachments of the non-academic staff

Updating the staff schedule and preparing the reports, preparing the budget estimates related to the branch, providing answers to audit queries, preparing answers for the questions from the committee on Public Petitions, Ombudsman office, Commission to investigate the Allegations of Bribery or Corruptions and the Parliament.

Fulfilling the required activities regarding the appointments, grade promotions, retirements, termination of service of the staff and land related issues of the Ministry of Education, and providing the Public Service Provident Funds.

Maintaining the personal files of the officers belonging to the above services and updating the relevant details.

Maintaining the updated databases related to the above officers
