Main Functions

Coordination of the ministry and the cabinet office on cabinet memoranda and observations

Coordinating Activities of Parliamentary Oversight Committee

Utilization of vehicles for various programs of the ministry of education

Responding with coordination of relevant Divisions to the inquiries from parliamentary questions on Ministry of Education

Dealing related matters on public petitions, human right, ombudsman

Taking action to promote the quality of the services provided by the ministry

Improving productive attitudes among the employees

Enhancing the productivity concept within the schools and the institutions affiliated to the ministry

Preparation of circulars and guidelines necessary for implementing the productivity concept within the schools

Monitoring the implementation of productivity concept in schools and institutions

Activities related to preparing these institutions for annual productivity contest

Coordinating the management reorganization and productivity improvement programs implemented by the ministry of productivity promotion and the ministry of management reconstruction

Activities related to management reconstruction associations

Affairs related to public service reorientation unit

Actions on disciplinary matters of the officials belongs to the Sri Lanka Education Administrative Service (SLEAS) and Ministry and on both academic and non academic staff of National Schools, National Colleges of Education and Teacher Training Colleges

Maintaining personal files of Document Assistants, Development Assistants, Finance Assistants (non-consolidated service) officials

Maintaining cadre details of non-academic cadre of the National Schools, Teacher Training College, National Colleges of Education and Teacher Centers that come under the purview of Ministry of Education

Creating cadre positions under the Section 71 of Finance Regulations

Sorting out all letters received by hand or via electrically and delivering them safely and immediately

Releasing of deeds which are taken as security

Attending the investigations on the matters submitted by the Secretary and the Additional Secretary (Administration & Finance) and submit investigation reports with the recommendations, preparing of charge sheets accordingly.

Appointing personal cadre and advisors of the Minister

Coordinating the establishment activities of the officials of Department of Examination, Educational Publications Department, National Institute of Education and National Library & Documentation Services Board

Maintaining leave records of all officials and the employees of the Ministry of Education

Approving all loans that are belongs to advance account

Registering of Ministry circulars

General Establishment(Combined Services) branch maintains around 800 Personal Files of Sri Lanka Administrative Service, Sri Lanka Accountants Service, Sri Lanka Engineering Service, Sri Lanka Architectural Service, Legal Officer, Translators Service, Sri Lanka Information & Communication Technology Service, Librarians Service, Sri Lanka Technological Service, Development Officers' Service, Public Management Assistant Service, Drivers Service and Office Employee Service. This Division gives recommendations for confirmations, promotions, transfers and retirements of combined services officers to appointing authority.

Preparing FR 71 for getting approval of new posts in the Combined Services.

Attending Duties related to Agrahara Insurance of all Staff of the Ministry.

Attending duties related to Computer Trainees.

Drivers and Office Assistants are recruited by this branch on approvals of the Director General-Combined Services of Ministry of Public Administration.

Preparing ‘Scheme Of Recruitment’ to recruit new Officers such as Legal Officers, Transport Officers, Technology Services Officers & Other relevant officers.

Coordinating Establishment Functions of Combined Service Officers in National Schools, National College of Education, Teacher Training Colleges, and Teachers Centers.

Coordinating all the functions of departments and institutes such as Department of Examinations, Educational Publications Department, National Institute of Education, National Library, Documentations & Services Board and Sri Lanka National Commission of UNESCO under the Ministry of Education.

Approving the lapsed vacation leave according to the clause 10 of the chapter xii of the establishment code

Checking the vouchers submitted by all the officers of the ministry of education for the payment of overtime and 1/20 allowance

Receiving and computerizing the leave applications received from all the branches/sections

Providing the concessionary period for pregnant mothers according to the clause 18 of the chapter xii of the establishment code

Calculating the no pay according to the clause 22 of the chapter xii of the establishment code and the half pay according to the clause 22 of the chapter xii of the establishment code and sending these particulars to the payments branch for deducting

Approving the records related to the monthly allowance payments to the computer training students, casual and substitute workers
