Mrs. Udara T. Dikkumbura completed her secondary education at Visakha Vidyalaya, Colombo 05. She obtained her B.Sc. in Public Management degree from the University of Sri Jayewardenepura. She holds a Master of Teacher Education (MTE) and a Post Graduate Diploma in Education from the Open University of Sri Lanka. She further holds a Master of Science in IT Management from Staffordshire University, UK.

She joined the Sri Lanka Education Administrative Service in 2005 through an open competitive examination and has over 20 years of experience in the education sector. She has served in several key positions including Additional Secretary (School Affairs), Additional Secretary (Policy, Planning & Performance Review), Commissioner General of Educational Publications Department, Director of Education (ICT), and Director of Education (Research & Development)

At present, she is a Sri Lanka Education Administrative Service (Special Grade) officer holding the post of Additional Secretary (Co-curricular and Primary Education Development).
